No. As node 1 is in the same site as node 2, the preference will be to failover the DFS role on node 1. 3. Yes Site 1 has 2 nodes with the DFS role. Even if site 2 fails, 3 votes will still be remaining (node1, node2 and cloud witness) which is sufficient to maintain quorum.

1 N: because the server doesn't have an assigned vote. the failover will not happen automatically to that server. 2 N: DF1 runs in node2 (site1), when a failover happens node1 will take over. 3 Y: Both servers in site 1 have the DFS namespace service.

I think the answer should be: N,Y,Y. Since Node4 does not have an assigned vote, it does not participate in quorum decisions. Therefore, FS1 cannot automatically fail over to Node4 if Node3 fails.
