Before you run the downloaded file, on the Prepare infrastructure menu select Download and save the Vault Credentials file. Vault credentials are required to connect the MARS Agent with the Recovery Services vault. Answer given is right based on link given

Sneaky MS. When you do this through the portal the first step is to install MARS. But in order to install it you must download the Vault credentials otherwise you can't register with the vault and finish the installation. Note "Install & REGISTER" for the MARS agent...

I don't find it too sneaky: you can download the vault credentials before you finish the agent installation, but you can't finish the installation without the vault credentials. There's really only one sequence that makes sense.
