100% No The functional level of the forest is Windows Server 2012 R2. You can add an windows 2022 DC to a forest running windows 2012R2. https://learn.microsoft.com/en-us/windows-server/identity/ad-ds/active-directory-functional-levels You cant add it when ur running FRS tho
